The engine that powers the CIAA is the full- fledged Secretariat. The Secretary appointed by Nepal Government heads it and supervises the administrative operation of the Commission. The Secretariat has a number of civil servants, police and special service officials, who are deputed to CIAA for a given period. All of them are under the command of the Secretary during the period, irrespective of offices they originally come from. The operational mode of the CIAA is sound in that it caters for thorough investigation procedures. All complaints lodged in CIAA are to be processed as provided by the newly adopted Strategic Plan of CIAA. Opening investigation through preliminary measures, the CIAA undertakes serious detailed probe in the second stage. One of the highlights of the preliminary investigation is: a thorough analysis of the complaint and serious attempt to establish merit or detect minimum evidence of the case. Should a Prima Facie case be established at this stage, an investigation officer will be appointed by the CIAA to have further detailed investigation. The officer will undertake inquiries, analyze the findings, prepare a report and submit the same to the CIAA, which will in turn have a detailed review of the report, take a specific decision on the basis of the report. Whatever decision the Commission takes is recorded clearly and minuted. Under the measures of the operational mode, the CIAA has delegated its authority to the Chiefs of some agencies such as the Regional Administrator and the Chiefs of all District Administration Offices. The CIAA has developed a sound networking with various organizations in various sectors, formal or informal. It has worked out meticulous working relationship with them and charted the path for smooth flow of information to and from it. The latest stress laid by CIAA on cultivating ties with the Civil Society including the Transparency International Nepal, professionals, intellectuals and citizens of various walks of life has been lauded by all. They believe the move would besides introducing the CIAA in the Civil Society strengthen the awareness raising among people for eradicating the vice of corruption. This actually marks a departure from the hitherto pursued isolationist policy. The Commission's contact with the parliament, ministries, departments, office of the Chief District Officer, revenue investigation, national investigation, Police, and courts is mirrored in the pages of the report the CIAA publishes annually. CIAA is closely working with some bilateral and multilateral agencies in its effort to control abuse of authority and thereby establish good governance in the country. |
